Metsukes, when stationed in a settlement, squeeze out more tax revenue. A million yari drill yards aren't going to be as useful to you. If you have two building slots in a province and don't need military stuff, build a market and sake den. Markets are similar to sake dens, with no happiness but more gold for the building itself, also allowing the training of metsukes. If you don't specifically really need a military building in a conquered province, burn it down and replace it with a sake den. Sake dens provide a little settlement happiness, can train ninjas (if need be), and add a little gold. In average and below I tend not to invest as high because I'm never sure if/when they'd recoup the cost of building them in the first place. In fertile and very fertile lands (of which Kyushu has some), it is a very good idea to max out your farms as much as possible.
